Several states are moving to regulate ghost jobs, listings posted with no intent to hire. New York's legislature passed a bill in June requiring employers with 100 or more workers to disclose hiring timelines or face fines.

Nearly one in five jobs advertised last quarter showed no real hiring activity. One marketing professional has applied to more than 3,000 openings since May 2025, watching the same listings reappear for months.
